Abstract
The introduction of economic managerial principles into the system of public administration at the beginning of 1980s not only did change the organization of public administration, but also the nature of a state as whole. The application of the new public management concept enables the organizations of public administration to better organize their activities, economize their work, improve the quality of services they offer to citizens and continue to implement certain structural reforms. New "state of contracts and agencies" has raised various doubts during the reforms as for the relations within the state itself, but also as for the relations between the state, market and society. Very often there was lack of awareness that different levels of the reform process require different solutions and many of long term implications of the organizational and managerial reforms became visible much later than expected. Nevertheless, all the states that accepted some of the elements of new public management clearly acknowledged that there was no way back to old forms and ways of state and public administration. Broadly speaking, following the implementation of the reforms, the common issue that appeared in relation to the new public management is the accountability between the public managers and the employees in ministries and independent agencies, public administration and citizens, the legislative and the executive, as well as the public and private sector. The accountability is closely related to new public management since it was the major goal of all the reforms leading to new public management.
